Thus, one more attempt at selling the majority shareholding has failed. 91.64 percent of shares were offered when in February 2013 the Ministry of Treasury invited companies to negotiations in respect of the sale of 9 516 230 ordinary registered shares with the nominal value of PLN 10.00 each.

In December the Ministry was still assuring the public that the negotiations with a potential investor were in progress and that they concerned certain detailed provisions of PŻB sales agreement.  These statements referred to Poland Sweden Line linked with TT-Line - the carrier that opened its own regular ferry line between Świnoujście and Telleborg.

Just a few days later the Ministry announced that on 13 January 2014 the Minister of Treasury decided to withdraw from the negotiations based on public call and to close the procedure of share sale related to Polska Żegluga Bałtycka seated in Kołobrzeg without reaching a decision.
