British Company to Control Gas Port Construction

A consortium of WS Atkins-Polska Sp. z o.o. and Atkins Ltd. (UK) will supervise the construction of the LNG terminal in Świnoujście.

Winner of the tender held by Polskie LNG SA was selected on 16 April.

The company received three bids. One of them - made by the Spanish SOCOIN - was rejected due to major formal defects. The tender was won by the cheapest of the remaining two bids - pursuant to the rules of the tender. It was filed by British-Polish consortium of WS Atkins-Polska Sp. z o. o. and Atkins Ltd and cost approx. PLN 46.5 million (gross).

Atkins is an international engineering and design consultancy. The consortium has worked at the construction of an LNG terminal in Grain, UK; LionGas LNG Terminal in the Netherlands; North Adriatic LNG Terminal in Italy; and construction of the first LNG terminal in Singapore. The Company has also designed construction of the 70-kilometer Dubai metro.

Tender participants may appeal against the decision until 26 April this year. The investor wishes to conclude the contract with the supervisor at the end of April/beginning of May this year.

“The winner will, on our behalf, supervise over the four-year construction of the first LNG terminal in Poland,” says Zbigniew Rapciak, President of Polskie LNG S.A. “Inspectors present at the construction site will check whether all global performance standards and safety procedures which apply to such facilities are followed.”

The inspector will be responsible for supervision over the construction, assembly and installation works, i.e. among other things, for verification of the project documentation, acceptance of works, participation in start-ups and efficiency tests carried out for the completed facility.

Polskie LNG S.A. announced the procedure of selection of the supervisor on 18 August 2009. Applications for participation in the procedure were filed by 11 entities from nine countries. On 9 December 2009, three consortia were qualified to the final: SOCOIN Ingenieria y Construcción Industrial, S.L. U. (Spain), consortium of ILF Consulting Engineers Polska Sp. z o. o. (Poland) - ILF Beratende Inguenieure GmbH (Germany) - MEI, LLC (USA) and consortium of WS Atkins-Polska Sp. z o. o. (Poland) - Atkins Ltd. (UK).
