When will Szczecin have a new stadium? /SG/
Representatives of construction companies, property developers and law firms took part in an information forum devoted to the city’s plans concerning construction of a new stadium.
The participants were presented with analyses conducted by Investment Support, which is the city’s adviser in the project. The company presented a multi-variant legal and financial analysis of the project while the city’s officials focused on the advantages of the proposed location for the new building.
Szczecin wants to have its stadium in Dąbie near a sports airfield. The city is just about to finish the procedures necessary to approve the area development plan for the site. In the opinion of the City, one of the key assets of Dąbie is high accessibility of the area. It is located near the main entry route to the city and is well connected with the network of European motorways. A large railway station is located nearby. The city will also construct a fast tram route near the planned location of the stadium.
The stadium is to hold up to 30 thousand persons. The investment would be carried out as public-private partnership. A contract between the parties would be concluded for 25-30 years. The City would provide the site for the building and make annual payments to the private partner for access to the stadium. The private partner would be responsible for the design, construction, financing of the investment and its maintenance as well as rendering it accessible to the city or an entity designated by the City. Depending on the size of the building as well as non-sport functions (e.g. commercial ones) the cost of the construction of the stadium has been set at PLN 215-400 million.
In the nearest future the Mayor of Szczecin will ask the city council to make a decision about delivering the stadium in the PPP scheme. If the councillors accept the proposition, the city will announce proceedings to select the private partner. Next, negotiations will be conducted with potential investors and final bids will be submitted. Once the most advantageous bid has been selected, the contract will be signed, designing of the stadium will start to be followed by construction. In the opinion of the city representatives, the project would end in 4-5 years.
